The Verkhovna Rada praised bill No. 9256-d, which introduces significant changes to the regulated Ukrainian gambling market. The document transfers the liquidation of the Commission for the Regulation of Gambling and Lotteries (CRAIL), the transfer of its functions to other government bodies, the exchange of gambling advertising, as well as new features for lotteries, such as, in words Some MPs may be subject to the same regulatory rules as other gambling companies.

What will change for lotteries?

Liquidation of the CRAIL and increased reduction in advertising of the fairness of the transfer of the new law. If we lose the status of lotteries, we will sanctify them. In legislative acts, lotteries appear to have a clause around them, which confirms their special status.

For example, in the lower normative acts, the term “state regulatory body in the field of gambling” is replaced by “the central body of the Royal Government that implements government policy in the field of gambling and lotteries.” In this way, lotteries are strengthened over other gambling games.

In addition, the Law of Ukraine “On State Lotteries”, which secures their special status, is being revoked. Changes to this law do not introduce fundamental innovations in advertising and organizational activities.

Innovations for lotteries

The main idea of ​​the innovation is the importance of the brand of the operator of the national lotteries. Now the brand includes trademarks, corporate style, logos and other objects of intellectual power. However, in addition to gambling, no additional fees will be introduced for lotteries.

Licensing is also devoid of specificity: the rules for lotteries are confirmed by a specific regulation, and not by the standard rules that apply to other participants in the gambling market.

In place of gambling, where the market is open to everyone who qualifies for a license, the lottery market is no longer closed to newcomers. Zokrema, operators are toiling at least three fates in the organization of state lotteries. This makes it easier for new companies to enter the market and effectively limits competition.

This also includes the possibility of great international brands appearing on the Ukrainian market, such as Powerball, Megamillions, Euromillions and EuroJackpot, which do not detract from the status of national lotteries.

Although the reform was aimed at the wider market, there were no significant changes in the lottery sector. Lotteries are deprived of this category of government, and their status, not being equal to gambling before, will be deprived of this in the future.
