The growth of the market becomes noticeable to a greater extent due to the number of licenses issued. In 2023, 1,869 licenses of various types were issued, which is 3 times more than the year before. At the same time, such a number of companies did not clog the information space in any way, which was affected by the adopted amendments to the legislative projects “About advertising” and “About media”.
Rules for issuing licenses
In fact, the strengthening of business rules did not reduce the popularity of our market, because in order to obtain a statutory permit from KRAIL, you will need:
- to issue a legal entity;
- register a trademark;
- ensure solid authorized capital by depositing it in an account in a Ukrainian bank;
- pay for the license itself, which is issued for up to 5 years;
- pass a series of checks: site, equipment, software;
- to guarantee customers the security of personal data and much more.
In general, each application is checked over many months, but as practice shows, about 10% of applications are immediately screened out and not considered due to violation of any rules or providing incomplete information.
Offline halls in Ukraine
Last year was really very busy in terms of the number of issued permits and new large companies that “entered” the market. Out of the total number of 1,869 licenses, 1,807 were given to companies ready to open a business related to gaming machines, and the rest were issued for:
implementation of activities related to holding various games in stationary casinos;
to open and organize an online casino;
for the opening of the betting hall;
for the installation of slot machines in gambling establishments;
to install a gaming table;
on a gaming table with roulette;
for the opening and organization of activities in the field of online betting;
for the provision of gambling services.
The vast majority of licenses are issued for the installation of slot machines, known as “one-armed bandits”. Already on January 16, 2024, CRAIL expanded the list of laboratories that can provide certification of slot machines, five foreign companies were included in their list for the first time.

Online gaming business
Not much more than a dozen new licenses were issued for the opening of new gambling establishments that will work in the network. Given the fact that in the period of 2021-2022, almost all licenses were issued for the organization of online rooms, and the total number of licenses exceeds 1000, during these years, it becomes clear that modern players will not be left without a choice. Every month, new online projects are launched in Ukraine, which create impressive competition for both national and foreign organizers of the gambling business.
