The root of the problem is in the deep regulation of Ukrainian legislation. In order to move the situation from the “dead point” it is necessary to make changes to the Constitution, which will affect not only the gambling business, but also all other sectors of the economy.
Another problem is illegal casinos, which are being fought by CRAIL. For example, during the year of the Commission’s work more than 1000 sites were identified, which were operating illegally. The offenders are dealt with by the relevant authorities.
However, there are many problems in solving the issue due to the fact that the Ministry of Internal Affairs does not have significant resources. According to gambling security specialists, the main focus should be on providers rather than the end user (illegal sites). Such an approach will fundamentally change the situation.
On the other hand, it is necessary to create such conditions in the gambling market of Ukraine, so that it would not be profitable for illegal organizations to conduct their business.

The banking system also needs to be reformed. CRAIL proposes to make changes in the procedure of making and blocking payments. Such experience is available in a number of countries of the world.
