Following the dismissal of Ivan Rudy from his role as head of KRAIL, the commission continues its work under the leadership of Anna Sdobnova.Anna is a graduate of the National Academy of Public Administration under the President of Ukraine.Before joining KRAIL, she held several prominent positions. Until 2020, Anna led the investment and development department for sports infrastructure at the Ministry of Youth and Sports of Ukraine.
Later, she became the head of the service for Oleg Nemchinov, then Minister of the Cabinet of Ministers. In early 2022, she joined KRAIL as a member. During her appointment, Anna emphasized that launching the State Online Monitoring System would be a top priority.Her 2023 property declaration revealed ownership of an apartment, a residential house, and two land plots totaling approximately 1 hectare. Last year, Anna earned approximately UAH 1.66 million through her position at KRAIL, alongside receiving a UAH 10,000 social payment. Her financial assets include UAH 175,000 and $3,000 in savings.

Although Anna has previously served as the acting head of the commission, she remains a relatively private individual, with limited information available about her public life. The change in KRAIL’s leadership comes amid a series of controversies. On February 18, 2024, Ivan Rudy was accused by the State Bureau of Investigation (SBI) of collaborating with an aggressor state and illegal possession of large quantities of narcotics. Allegedly, under his leadership, KRAIL failed to address licensing issues involving businesses linked to Russian beneficiaries. Rudy was given a pre-trial detention alternative of bail until further investigation.

The media has also highlighted allegations against other KRAIL members, particularly in connection with the online casino Pin-Up. Reports suggest that the casino operates in territories such as the “LPR” and Russia, and its activities allegedly finance groups labeled as “veterans” by the aggressor state. Investigators argue that such operations undermine Ukraine’s defense capabilities.
In response, the Pechersk District Court in Kyiv ordered the arrest of the casino’s assets. Subsequently, ARMA filed a motion to impose a new asset freeze.
